Most organizations experience multiple demands that impede the performance of organizational tasks. Different and sometimes conflicting demands may also cause divergent definitions of success and goal attainment in the organization. Still, all organizations have implicit productivity goals that inevitably entail demands and that are perceived as standards by which success is measured (Oliver, 1991).
